Adding Saber Throw to Consulars

Suggestion: Add a Weaker Saber Throw to Consulars
Reason: At the moment Guardians and Sentinels both have Saber Throw as its a offensive ability, Consulars should also get it but a weaker version as the Spec is mainly about Healing however this will assist them in combat as well
Addons Needed: Related to WiltOS
